Pará’s Industrial Guide with Low-Carbon Guidelines Launched at NYC Climate Week

“The COP+ Journey is launching here today in New York a guide that is the result of extensive studies. We addressed themes ranging from socio-bioeconomy to infrastructure; communication and governance about our state and region; energy transition; digital transformation; and various thematic axes that can lead to a new model of economic development for our territory.” These were the words of Alex Carvalho, president of FIEPA and of the COP+ Journey, to a packed audience at the SBCOP High Level Event, hosted at Bloomberg during New York Climate Week. This historic moment marked the worldwide and official launch of the “Guidelines for a Low-Carbon Industry,” a key output of the multisector movement led by FIEPA.


The document is the outcome of work carried out within the movement’s committees and brings together the industry’s proposals for a new environmental, social, and economic agenda for the Brazilian Amazon. New York Climate Week is the world’s leading climate action event ahead of COP30, which will take place in Belém in November.


The governor of Pará, Helder Barbalho, also took part in the event, emphasizing green job creation and the importance of preserving standing forests alongside economic development. “I want to highlight that next week we will inaugurate the Amazon Bioeconomy and Innovation Park in Belém. It is a milestone for the region and one of this government’s legacies for the Amazon,” he stated, while commending the initiatives of the National Confederation of Industry (CNI) and FIEPA.


For Brazil’s Minister of Cities, Jader Filho, urban issues must also be included in climate discussions to ensure that investments from the world’s major economies improve quality of life. “We need to protect our environment while also improving life in cities—investing in sanitation, water supply, and urban mobility. This is the topic we are discussing here with the CNI and throughout these days in New York. COP should be the COP of forests, but we must also bring the urban agenda to the table,” he said.


Anderson Baranov, CEO of Hydro—co-organizer of the COP+ Journey—stressed the strategic timing of New York Climate Week as the last major international event before COP30. “Hydro is here to share what we are doing to make our operations positive, including decarbonization. Being part of SB COP is very important. Brazil has a unique opportunity to show the world not only Pará’s culture but also our best environmental and social practices, while highlighting the challenges we face regarding the environment and investment. Many people talk about COP without knowing our Amazon, our Pará, our Belém. This is a unique opportunity for everyone to learn,” Baranov said.

The program brings together global leaders from business, governments, the United Nations, academia, and civil society to forge agreements aimed at reducing greenhouse gas emissions. On Monday, September 22, FIEPA’s delegation also joined Valor Econômico’s program in partnership with Amcham and participated in a roundtable at Bank of America organized by the American Chamber of Commerce. This meeting gathered ministers, ambassadors, and major corporations to align commitments ahead of COP30 in Belém.


Representing Brazil and the Amazon were Tatiana Rosito, secretary at Brazil’s Ministry of Finance; Maria Luiza Viotti, Brazil’s ambassador to the United States; Dan Ioschpe, a global sustainability leader and COP30 High-Level Climate Champion; Marcella Novaes, vice president of FIEPA and the COP+ Journey; and Ricardo Mussa, president of SB-COP. The discussions underscored Brazil’s strategic role in the transition to a low-carbon economy and reinforced the Amazon’s position as a source of solutions, innovation, and sustainable business opportunities.


FIEPA’s participation in New York Climate Week is part of a partnership with Sustainable Business COP30, a CNI initiative that expands the industry’s qualified presence in climate negotiations. According to Davi Bomtempo, superintendent of Environment and Sustainability at CNI, “This is a strategic opportunity to consolidate industry engagement and demonstrate that Brazilian companies are ready to contribute global-scale solutions for climate transition.”

Document Outlines Ten Key Recommendations for the Green Economy


The “Guidelines for a Low-Carbon Industry” consolidate proposals developed through discussions led by experts across ten COP+ Journey working groups: communication and advocacy, infrastructure and logistics, green investment attraction, low-carbon economy, women and traditional peoples, socio-bioeconomy, circular economy, digital transformation and innovation, energy transition, and value chain traceability. Guided by eleven specialists, the process involved 180 participants and 153 organizations from more than 30 sectors.


Ten strategic recommendations were defined as essential for advancing sustainability: decarbonizing the energy matrix with sustainable biomass; strengthening value-chain traceability; consolidating the circular economy as a structural pillar; structuring the Amazon’s socio-bioeconomy; promoting the leadership of women and traditional peoples; attracting green investments; expanding digital inclusion and infrastructure; ensuring regional integration infrastructure; building unity around the Amazon’s reputation; and training entrepreneurs and teams in low-carbon strategies.


These guidelines represent the Amazonian industry’s contribution to the Sustainable Business COP30 (SB COP) Legacy Document for COP30, which will gather private-sector proposals, experiences, and solutions for a low-carbon economy. 


COP+ Journey


The COP+ Journey is organized by the Federation of Industries of the State of Pará (FIEPA), the National Confederation of Industry (CNI), and Instituto Amazônia+21. It is co-organized by Hydro, with super master sponsorship from Vale and Albras and premium sponsorship from Guamá Waste Treatment, SINOBRAS, and Bayer. The initiative was conceived by Temple Comunicação and is supported by Ação Pró-Amazônia, the Amazon Legal Consortium, the Brazilian Chamber of the Construction Industry (CBIC), the Brazilian Photovoltaic Solar Energy Association (ABSOLAR), SESI, and SENAI.
